DE PERE, Wis. (WFRV) – De Pere city leaders are weighing whether or not to move forward with an estimated $70 million waterfront development.

The De Pere Common Council is meeting Tuesday night to review and decide on a conceptual plan that would bring nearly 200 residential units to a stretch of land just north of the Main Avenue bridge.
“It’s an area downtown that, unfortunately, experienced a fire back in 2019, which took out a building. So, we kind of have a blank canvas right now,” De Pere Mayor James Boyd said.
The proposal includes 165 apartments and 33 condominiums. Apartment rents would range from about $1,300 to $2,600 per month, while condominiums could sell for $300,000 to more than $1 million.
The development would also feature retail space, indoor parking and outdoor dining along the riverfront, aiming to create a more active and accessible waterfront district.
City officials say the project would be supported by approximately $12 million in incentives through an existing tax increment financing district, or TID, which they say would limit the impact on taxpayers.

“It’s built within the TID, so it really won’t have an impact on taxpayers,” Boyd said.
If approved, construction could begin as early as 2027.
