GREEN BAY, Wis. (WFRV) – A 61-year-old Green Bay landlord has been arrested and charged in connection with an alleged sexual extortion investigation.
Authorities say Michael Zolper is accused of soliciting sexual acts from tenants in exchange for avoiding eviction related to late or missed rent payments, or for bypassing background checks to live in one of his rental properties.
Zolper was arrested Feb. 6, 2026, and transported to the Brown County Jail without incident following an approximately month-long investigation. Officials say the investigation remains ongoing.

Investigators are seeking to speak with any additional potential victims who may be connected to this case.
Locations associated with Zolper’s rental properties include:
- 1800 block of August Street
- 2000 block of Beech Tree Court
- 100 block of Berwyn Avenue
- 1200 block of Cedar Street
- 900 block of Dousman Street
- 2700 block of Finger Road
On Feb. 9, the Brown County District Attorney’s Office charged Zolper with:
- Sexual extortion – threat to property or reputation (engages in sexual conduct)
- Threats to injure or accuse of a crime
- Solicitation of prostitutes (two counts)
