(WFRV) – A group of Wisconsin lawmakers, including a Green Bay State Representative, has introduced a bill to legalize cannabis in the state in search of generating extra revenue and joining surrounding states.

Representative Amaad Rivera-Wagner (D-Green Bay) announced on Monday that he’s a co-author in support of LRB-4219, legislation that would legalize cannabis for adults 21 and older in Wisconsin.
According to a release, the bill also seeks to create a regulated medical cannabis system and, through the legalization of marijuana, generate new revenue for the state and municipalities.
The bill would also create a pathway to potentially rescind or adjust prior marijuana-related convictions. Representative Rivera-Wagner said in the release that Wisconsin is surrounded by states with legal cannabis, which is losing revenue for the state.
“Wisconsin is surrounded by states that have legalized cannabis,” Rep. Rivera-Wagner said via the release. “We can keep exporting revenue and opportunity, or we can finally support what the vast majority of Wisconsinites want and do this the right way here at home.”
In 2025, Wisconsin Republicans proposed a bill legalizing medical marijuana, 2025 Senate Bill 534, which is still being voted on. State Rep. Dean Kaufert (R-Neenah) was a co-sponsor on that bill.
WFRV’s CBS sister station in Milwaukee reported that Assembly Speaker Robin Vos said, ‘I think marijuana is still a dangerous drug that should never be legalized in Wisconsin.’

This new bill includes the following:
- Legal possession for 21+ adults
- Medical cannabis registry for 18+ patients
- State regulation of production, testing, packaging and sales
- Optional sales tax for municipalities
- Structured tax framework
- Expungement/conviction review process for non-violent cannabis-related convictions
